The City of Parma bills MONTHLY for water and sewer. Billing occurs on the 1st day of the month (unless on a weekend or holiday, then the next business day). The billing period is roughly the 25th to 25th (previous month usage)
Charges are due and payable on or before the 10th day of the month.
Late fee's will be added to the bill if payments of a past due amount is not received by 11:00 a.m. the day of shut-off's. Water shut-off, due to non payment, occurs on the 25th day of the month (unless the 25th falls on a Friday, Saturday, Sunday, or Holiday, then the next business day will be shut-off day). The reconnect fee will be added to the total if service is shut-off.
Partial payment is not acceptable. Payment arrangements must be made no later than the 24th of each month in order to avoid shut-off on the 25th. Payment arrangements won't be available to customers whose water is shut-off on the 25th.

The minimum monthly charge for water will be $36.02 (this is the base rate for a residential 3/4 inch meter, based on the size of the meter, the base rate could change) for up to 4,000 gallons. An Additional $1.58 will be charged for each 1,000 gallons thereafter.
The minimum monthly charge for sewer is $58.00
NOTE: The minimum charge is billed whether services are on/off or used/unused.
The termination notice/terms are printed on the back of each bill. Contact City Hall if you feel there is an error in your billing.
PUTTING WATER AND SEWER IN OWNERS NAME:
If a Water Sewer Agreement form is not filled out by a new owner of a property within 7 (seven) business days then the water will be shut off until the agreement is completed. In order to complete the agreement it is required to have a copy of the owners Driver's License as well as a copy of a page from the closing papers that has the new owners name and location of purchase.
TAKING WATER AND SEWER OUT OF OWNERS NAME:
When an owner has sold their property they are required to come in to City Hall and fill out a Discontinuation Form. The owner would need to put down the date that will be their last day owning/using the water at their address and put down a new address if applicable. This way the owner moving out does not have to pay for any water that they did not use.
PUTTING WATER AND SEWER IN A RENTER'S NAME:
When a renter has permission to put water and sewer in their name they must have a few things before they can fill out the Water Sewer Agreement form. We would need renter/owner agreement where it states that you as the renter can put the water and sewer in your name. We would also need your Drivers License for us to make a copy of to have in your file. Once we have those two things the renter may fill out an agreement. The owner will still be on the account as an Owner Waiting and can receive an owner's bill that shows what the renter owes if the owner chooses to do so.
TAKING WATER AND SEWER OUT OF A RENTER'S NAME:
When a renter will no longer be living at the location they were, and if they had water in their name, they will need to come in to City Hall and fill out our Discontinuation form. The renter would need to put down the date that will be their last day renting/using the water at their address and put down a new address if applicable. This way the renter moving out does not have to pay for any water that they did not use. Once water is out of renters name it will go back into the owners name and will be the owners responsibility until a new renter fills out a Water Sewer Agreement.
In person at City Hall: 305 N 3rd St you can pay with cash, check, or credit card. When using a card there is a 3.95% fee. Credit card payments can be made over the phone as well.

The last way you can pay is by our drop box located at the front door at City Hall.
